By-law 2025-163: A by-law to amend Zoning By-law 2016-040 (Heritage Designation)
By-law 2025-163: A by-law to amend Zoning By-law 2016-040 (Heritage Designation)
Purpose
This by-law officially designates the property at 42 Mercer Street as a heritage building under the Heritage Conservation By-law. The goal is to protect the historic character of the structure for future generations.
What it does
The by-law adds 42 Mercer Street to the city's heritage register. It creates a heritage overlay district for the property, which means you must get a heritage alteration permit before changing the exterior. This includes updates to windows, doors, roofing, and masonry. The amendment also allows property owners to apply for the heritage conservation grant program to help cover the cost of approved repairs.
Who it applies to
This rule applies to the property owner at 42 Mercer Street and anyone who submits a building or permit application that affects the historic features of the building. All work must follow the standards in the Heritage Alteration Permit By-law.
Fines and penalties
Starting a project without the required permit, or making unapproved changes, is a violation. Under the Municipal Act, 2001 and the Ontario Building Code, you can face fines of up to $50,000.00 per offence. The city can also issue orders to stop work or restore the property to its original condition.
When it takes effect
By-law 2025-163 was passed by Council on November 10, 2025, and takes effect immediately upon passage. It amends Zoning By-law 2016-040 and does not repeal any existing by-laws.
Where to find a copy
A certified copy of this by-law is available from the Clerk's Office at Wrenford City Hall, 100 Mercer Street, or on the By-laws page.
