By-law 2025-047: 2025 Residential Parking Permit By-law
What this by-law does
By-law 2025-047: 2025 Residential Parking Permit By-law creates the rules for the digital residential parking permit program for the 2025–2026 term. It sets the annual fee at $75.00 and explains how you can apply and use your permit.
Who it applies to
This by-law applies to homeowners and tenants who live in designated residential parking zones. If you park on a city street in a zone covered by the program, you need a valid permit for your vehicle.
How the digital program works
Instead of a physical sticker, your permit is linked to your vehicle licence plate in the City's digital system. When you apply, you will enter your address and vehicle details online. The system matches your car to your home so that your vehicle can park in your neighbourhood without receiving a parking ticket. You will receive a confirmation email with your permit number and instructions.
Fees and fines
The annual fee is $75.00 per vehicle. You can pay by credit card or pre-authorized debit when you register online. If you park in a restricted zone without a valid permit, or if your vehicle details do not match your permit, you may receive a ticket under the By-law 2014-075: Traffic and Parking By-law. Fines for parking violations are enforced by By-law Enforcement Officers.
When it takes effect
Council passed this by-law on April 28, 2025. It takes effect immediately and covers the 2025–2026 permit year. You can apply for your permit as soon as the registration portal opens each fall.
Amendments and related rules
This by-law does not repeal any existing legislation. It works alongside the By-law 2014-075: Traffic and Parking By-law and updates the procedures for issuing residential permits. The fee structure is also listed in the Fees and Charges By-law 2025-151.
