By-law 2025-122: A by-law to designate 15 Church Street as a Heritage Property

On September 8, 2025, Wrenford council passed By-law 2025-122 to officially designate the property at 15 Church Street as a heritage property. This move adds the building to the city's list of protected sites under the Heritage Conservation By-law (By-law 2020-085).

What the by-law does

By designating the property, the city recognizes its historical, architectural, or cultural value to Wrenford. The designation ensures that any future changes to the exterior of the building respect its original character. Before making alterations, additions, or demolitions, the property owner must apply for a heritage alteration permit. This process helps maintain the streetscape and heritage value of the Downtown neighbourhood.

Who it applies to

The by-law applies to the property owner at 15 Church Street, as well as any future owners. It also guides city staff, councillors, and developers who review changes to the site. If you own a designated property, you are responsible for maintaining it in a safe and secure condition while respecting its heritage features.

Fines and enforcement

Violating the terms of a heritage designation can result in fines. Under the Heritage Conservation By-law, unpermitted alterations or demolition of a designated property can lead to penalties of up to $100,000.00 per offence. The city can also issue orders requiring the restoration of the property to its original condition.

When it takes effect

By-law 2025-122 came into effect on the date it was passed, September 8, 2025. The designation is permanent unless the city passes a new by-law to remove it. Property owners can appeal the designation to the Ontario Municipal Board within 30 days of the by-law being passed, as allowed by the Ontario Heritage Act.

What it amends

This by-law does not amend existing traffic, zoning, or noise regulations. It adds 15 Church Street to the schedule of designated properties attached to the Heritage Conservation By-law.
