By-law 2025-148: Heritage Alteration Permit By-law
By-law 2025-148: Heritage Alteration Permit By-law
Purpose: To protect the features that make your building historically and architecturally important by requiring a permit for changes to the exterior of heritage properties.
What the by-law does
Under the Ontario Heritage Act and this by-law, you must get a Heritage Alteration Permit before making changes to the outside of your building. The goal is to keep our shared history intact while allowing buildings to adapt to new uses.
The by-law sets out the rules for applying, reviewing, and approving requests. You will need to submit detailed plans, photos, and specifications for the work. If your property requires one, you must also include a conservation plan. You may also need detailed quotes from qualified contractors familiar with heritage work. All changes must follow accepted conservation standards to preserve the original character of the building.
Who it applies to
This by-law applies to all property owners in Wrenford who own a designated heritage property. If your home or business is on the city's heritage register, you cannot alter, demolish, or change the exterior without first getting approval.
Fines
If you do the work without a permit, you could face a fine of up to $500.00 for a first offence under the Provincial Offences Act. Repeat violations carry higher penalties.
When it takes effect
The by-law was passed by council on October 14, 2025, and takes effect immediately. The annual application window opens on November 1 and closes on February 28. You must submit your application before the deadline to be reviewed for the upcoming season.
Amendments and repealed by-laws
This by-law replaces the previous heritage alteration rules in By-law 2020-085: Heritage Conservation By-law and updates the process to align with current provincial requirements.
