By-law 2025-064: A by-law to amend Zoning By-law 2016-040 (Church Street Parking)

About this by-law

By-law 2025-064 changes the Zoning By-law 2016-040 to make it easier to convert the property at 20 Church Street into a residential building. When a building changes use, the zoning rules usually require a certain number of parking spaces. This by-law lowers that requirement for this specific site so the conversion can move forward.

What it does

The by-law updates the parking schedule in the Zoning By-law. It removes the standard minimum parking spaces that would normally apply to a new residential use at this address. Instead, it sets a reduced parking requirement that matches the existing on-site layout. This change supports the goal of adding more housing in the downtown area without requiring costly and space-intensive new parking structures.

Who it applies to

This amendment applies only to the property located at 20 Church Street, Wrenford, ON N4Q 1A4. It does not change parking rules for other properties in the city. If you own land nearby, this by-law does not affect your zoning or your ability to park on your own property.

Fines and penalties

There are no new fines attached to this by-law. However, all parking and zoning rules in Wrenford still apply. If you build or modify a structure without the required permits, or if you park in a way that violates the Traffic and Parking By-law 2014-075, standard fines and enforcement actions may still apply. For questions about parking tickets or zoning compliance, contact By-law Enforcement.

When it takes effect

Council passed this by-law on May 12, 2025. It takes effect on the day it is signed by the Mayor and City Manager, unless a different date is specified in the final certified copy.

What it amends

This by-law amends the Zoning By-law 2016-040, specifically the parking schedule and permitted-use provisions for the Church Street corridor. It does not repeal any existing by-laws.
