By-law 2025-142: Annual Energy and Emissions Limits By-law

The City of Wrenford is working toward a cleaner, more efficient future. This by-law sets clear annual energy use and greenhouse gas limits for commercial and multi-family residential buildings across the city. It helps us track progress toward our climate goals while encouraging building owners to find ways to save energy and cut emissions.

What the by-law does

Under this by-law, building owners must measure and report their annual energy consumption and carbon output. The limits are based on the type of building and its size. Owners who exceed their annual limits must submit a compliance plan outlining steps to reduce usage in the following year. The City provides free workshops and resources through Planning & Development to help you meet these targets.

Who it applies to

The rules apply to all commercial properties and multi-family residential buildings with a gross floor area of 4,600 square metres (50,000 square feet) or more. Single-family homes are not included in this reporting requirement.

Reporting rules and fines

You must submit your energy report by email to the planning department. Keep your submission confirmation and all utility bills for at least five years in case staff request a review. Failure to submit required reports or meet the established limits can result in penalties. Under the Municipal Act, 2001, violations may carry fines of up to $50,000.00 for corporations and $25,000.00 for individuals. The City will send a warning notice before issuing any fines, giving you time to catch up on your reporting.

When it takes effect

The by-law came into force on January 1, 2026. The first annual report is due to the City by March 31, 2027, covering energy use from the previous calendar year.
