By-laws passed in 2026

To amend the Zoning By-law to allow temporary construction easements and sidewalk closures for the Mercer Street streetscape project.

By-law 2026-120: A by-law to amend Zoning By-law 2016-040 (Mercer Street Streetscape)

Purpose

This by-law supports the upcoming streetscape improvement project along the north side of Mercer Street. It updates the Zoning By-law 2016-040 to give the City the legal authority to set up temporary construction easements and close sidewalks during the work period.

What it does

The amendment creates a temporary zoning overlay for the north side of Mercer Street, from Water Street to Church Street. This allows contractors and City crews to place fencing, store materials, and operate equipment within the public right-of-way without violating standard zoning rules. The by-law also outlines how pedestrians will be rerouted safely around the work zones using marked pathways and temporary signage.

Who it applies to

The rules apply to anyone working in the designated streetscape area, including contractors, property owners, and pedestrians using the sidewalks. You may also notice temporary lane adjustments on Mercer Street to keep traffic flowing while construction is active.

Fines

Violations of the temporary easement conditions or unauthorized interference with construction zones may result in fines under the Noise by-law or the Traffic and Parking By-law. Disregarding posted detour signs or entering fenced work zones can lead to Provincial Offences Act tickets.

When it takes effect

The by-law takes effect immediately upon passing by Council on August 10, 2026, and remains in force until the City declares the streetscape project complete or issues a notice of repeal.

What it amends

This by-law amends Schedule A and the Temporary Use provisions of Zoning By-law 2016-040. It does not repeal any existing by-laws.

A certified copy of the by-law is available for review at the Clerk's Office at Wrenford City Hall, 100 Mercer Street, during regular business hours.
