By-law 2026-092: Public Art Policy By-law

By-law 2026-092, the Public Art Policy By-law, guides how the City plans, creates, and preserves public art across Wrenford. It was passed by Council on July 13, 2026, at the July 13 council meeting.

What the by-law does

This by-law makes sure that public art reflects the stories and values of our community. It sets out clear rules for artists, developers, and City staff so that art stays accessible and well cared for.

Main provisions

  • Public Art Reserve: The City maintains a reserve of artworks that celebrate local history and culture. These pieces are chosen with input from the community during our annual engagement process.
  • One per cent for art: For eligible capital projects, one per cent of the budget is set aside to commission new pieces. This keeps art connected to the people who use the space every day.
  • Artist calls: The City posts open calls for artists when new public art is needed. Applications are reviewed by the Arts & Heritage Committee.
  • Private development contributions: When you are a private developer renumbering or rezoning a large site, you must contribute to public art. You can choose to place artwork on your site or pay a cash contribution into the Signature Projects Fund.

Who it applies to

This by-law applies to all City capital projects, private developers, and artists who want to work in public spaces. The Arts & Heritage Committee oversees the program and follows the rules set out here.

When it takes effect

The by-law took effect on July 13, 2026, the day Council passed it.

Fines

This by-law does not set fines. It focuses on planning and funding. If you have questions about compliance, contact the Arts & Heritage Coordinator.
