By-law 2026-043: A by-law to amend Zoning By-law 2016-040 (Water Street Pedestrian Zone)

About By-law 2026-043

On April 13, 2026, City Council passed By-law 2026-043. This by-law amends the Zoning by-law 2016-040 to establish a pedestrian-only zone on Water Street alongside Benchlands Park. The change restricts vehicular access and creates room for outdoor dining and community events.

What the by-law does

The new zone covers the block of Water Street between Tamsin Street and Mill Street. From June 1 to September 30, 2026, motor vehicles will not be allowed to drive through this section. This gives more space for people to walk, sit, and enjoy the outdoors. It also opens the area for pop-up markets, live music, and patio seating.

Who it applies to

This rule applies to all drivers, delivery trucks, and residents who live on Water Street. Emergency vehicles, transit buses, and City maintenance trucks are still allowed to use the street at all times. You must register your vehicle to access your driveway during restricted hours. Delivery drivers must park in nearby zones and use hand carts to move goods to storefronts.

Fines and penalties

Drivers who enter the pedestrian zone without permission will face a fine of $200.00. Repeat offenders may have their vehicles towed. Outdoor dining operators must follow all safety and noise rules set out in the Traffic and Parking By-law 2014-075.

When it takes effect

The pedestrian zone starts on June 1, 2026, and runs through Labour Day weekend. The City will install temporary barriers and updated signage in May. If you need a residential access pass, please contact the Roads Department by May 15.

What it amends

By-law 2026-043 amends Zoning By-law 2016-040 by adding a new temporary land-use schedule for the Water Street corridor. It does not repeal any existing sections.

A certified copy of the by-law is available for public review at the Clerk's Office, City Hall, 100 Mercer Street, or through the online by-law search portal.
