By-law 2026-022: A by-law to amend Zoning By-law 2016-040 (permitted uses at 12 Mercer Street)
This by-law changes the rules in the Zoning By-law for a specific property in the Downtown. It updates the permitted uses at 12 Mercer Street so that a mixed-use building can be built there. The new development will include retail space on the ground floor and apartments above it.
The amendment applies directly to the lot at 12 Mercer Street. It allows the property to host both commercial activities and residential housing under one structure. This change supports the City's goal of creating more vibrant, walkable neighbourhoods where people can live, work, and shop in the same area. The proposal must still follow all other zoning rules, such as height limits, setbacks, and parking requirements, as well as the requirements in the Official Plan.
The by-law was passed by Council on February 23, 2026, at the Council meeting on that date. It amends Zoning By-law 2016-040 and takes effect the day it is signed by the Mayor. There are no fines attached to this by-law itself, but all future development at the site must follow the approved plans and the Building Code Act, 1992. If you plan to build or renovate, you will need to apply for the proper permits through Building Permits.
A certified copy of the by-law is available for review at the City Clerk's office during business hours. You can also view it in the online by-law database. If you have questions about how this change affects your property or the surrounding area, contact the planning team at [email protected] or call 519-555-0100.
