By-law 2026-136: A by-law to amend Zoning By-law 2016-040 (rezoning of property on Mercer Street)
Purpose
This by-law changes the Zoning By-law 2016-040 for the property at 45 Mercer Street in the Downtown neighbourhood. It allows the land to be used for a larger building that fits the City's long-term plan and supports more housing in older areas.
What it does
The amendment moves the property from a Residential zone to a Mixed Use zone. This change allows a four-unit residential building to be built on the site. The new zone allows homes above or next to shops or community spaces, giving developers more options while keeping the look of the neighbourhood.
Who it applies to
This by-law only affects the lot at 45 Mercer Street. If you own the property or plan to build there, you must follow the new Mixed Use rules, including site plan checks, height limits, and parking standards. It does not change the rules for the rest of the Downtown or for your neighbours.
Fines and enforcement
This by-law does not create any new fines. Any building work must still follow the Zoning By-law 2016-040 and the Building Code Act, 1992. If work is done without a permit or breaks the zoning rules, the City can issue a stop-work order or charge fines as it already does.
When it takes effect
The by-law took effect right after it passed its final reading at the Council meeting on September 28, 2026, unless someone appeals it within the legal deadline.
What it amends
This by-law updates the zoning map and schedule for the property at 45 Mercer Street in Zoning By-law 2016-040. It does not remove any existing parts of the by-law.
A certified copy is available to view at the City Clerk's office at Wrenford City Hall, 100 Mercer Street, during normal business hours.
