By-law 2026-110: Remuneration and Expenses By-law
This by-law sets the rules for how much the mayor and councillors are paid, how much money each ward gets for local projects, and when officials must turn in their expense claims. It applies to all elected members and senior city staff who spend public funds on official duties.
What it covers
You will find the base salary amounts, ward project budgets, and the exact deadlines for submitting travel, accommodation, and conference receipts. The by-law makes sure that city money is only spent on eligible municipal activities. Every claim must be submitted within 30 days of the expense. Late claims will not be processed.
Who it applies to
This applies to the mayor, the six ward councillors, and any city employee permitted to request travel or conference funds. All officials must follow the same rules, and the City Clerk keeps a record of every payment.
Fines and enforcement
While this by-law does not set out specific fines, officials who submit false claims or miss the 30-day deadline may face repayment orders or disciplinary action under the Code of conduct for elected officials. The City Auditor reviews all expense reports each year.
When it takes effect
The by-law took effect on August 10, 2026, the day Council passed it. It updates the previous expense guidelines and changes the payment schedule in the Fees and Charges By-law 2025-151.
