By-law 2026-060: Illegal Dumping By-law

By-law 2026-060, the Illegal Dumping By-law, was passed by Council on April 27, 2026. This by-law makes it clear that dumping waste anywhere in the City of Wrenford outside of designated collection areas is an offence.

The by-law applies to all residents, businesses, and property owners. It targets the practice of leaving garbage, construction debris, or household hazardous waste on vacant lots, in ravines, along the Tamsin River, or in the back lanes. Dumping waste in the black cart or blue bin is also prohibited, as it puts collection crews and recycling workers at serious risk. If you need help finding a disposal container or have questions about the programme, contact the Garbage & Recycling department.

Fines and penalties

When a by-law enforcement officer investigates a site, they will look for evidence such as vehicle registration plates, witness statements, or surveillance footage. If there is not enough evidence to identify who dumped the waste, the file may be closed. We still send crews to clean up the site so the area stays safe.

Illegal dumping is a serious offence under By-law 2026-060. Offenders can face significant consequences. Individuals can be fined up to $500.00 for a first offence, with higher amounts for repeat violations. Businesses and property owners who allow their land to be used for dumping can also be held responsible.

When it takes effect

This by-law came into effect immediately upon its passage by Council on April 27, 2026.
