By-law 2026-045: Heritage Conservation District By-law
What this by-law does
By-law 2026-045, the Heritage Conservation District By-law, establishes the Downtown Historic District. This area covers the original mill town grid around Mercer, Tamsin, Mill, and Water Streets. The by-law ensures that new development and renovations respect the character of Wrenford's oldest neighbourhood.
Who it applies to
This by-law applies to all property owners, developers, and contractors working within the designated district boundaries. It works alongside the City's building and zoning by-laws to protect the historic buildings that tell the story of Wrenford.
Main provisions
Any development inside the district must follow the supplementary guidelines attached to the by-law. If your project involves changing the exterior appearance of a heritage asset, you will need to submit a Heritage Development Permit application. Demolition of both designated and inventory properties requires City Council approval. You can view the full boundary maps through the City's zoning and land use map tool.
Fines and enforcement
Violations of this by-law are subject to penalties under the Provincial Offences Act. Fines for a first offence start at $2,500.00. Repeat offences can result in higher penalties. Our by-law enforcement officers and heritage planners monitor the district to ensure compliance.
When it takes effect
Council passed this by-law on April 13, 2026. It came into effect immediately upon third reading.
