By-law 2026-061: Housing Land Bank By-law

Purpose

This by-law supports the City of Wrenford's goal of creating more affordable, supportive, and mixed-income housing for our residents. It gives the City the legal tools to set up and manage a Housing Land Bank.

What it does

Under this by-law, the City can hold vacant lots and buildings for affordable housing providers. The City will track vacant properties and identify sites that could be used for housing. When a suitable site is found, the City can acquire it or hold it in reserve for qualified developers and non-profit housing groups. The programme follows the Affordable Housing Lands Policy, which Council updated in 2026.

Who it applies to

This by-law applies to the City of Wrenford, property owners with vacant land, and organizations or developers looking to build affordable, supportive, or transitional housing. It also guides how the City manages these properties under the Municipal Act, 2001 and the Planning Act.

Fines and penalties

This by-law does not set new fines or penalties. Any existing fines for property standards or zoning violations remain in place under other by-laws.

When it takes effect

This by-law was passed by Council on May 11, 2026, and takes effect immediately upon passing.

Amendments and repeals

This by-law does not amend or repeal any previous by-laws. It works alongside existing planning and housing policies to help meet the City's long-term housing needs.
