About the waste management by-law
The City of Wrenford’s Waste Management By-law 2023-105 sets clear rules for how we separate, store, and dispose of garbage, recycling, and organics. The goal is to keep waste out of the East Wrenford Waste Management Facility, protect the Tamsin River watershed, and reduce greenhouse gas emissions. Whether you live in a house, an apartment, or run a business, this by-law applies to you.
Who must follow these rules
The by-law covers three main groups:
- Single-family residents: You must separate your garbage, Blue Box recycling, and Green Bin organics according to the weekly and biweekly collection schedules.
- Multi-unit properties: Apartments, condominiums, and townhouse complexes must provide access to garbage, recycling, and organics services for all residents. Property managers must submit an annual waste management plan to the City and ensure all collection areas are clean and clearly labelled.
- Commercial and industrial businesses: All businesses, offices, restaurants, healthcare facilities, and institutions must separate food waste and recyclables from general garbage. You must also provide education to your tenants and staff at least once a year.
How to comply
Following the by-law is straightforward if you keep these steps in mind:
- Separate correctly: Keep food scraps, yard waste, and recyclables out of your general garbage bin. If you are a multi-unit or commercial operator, you may choose your own waste hauler, but they must collect the same materials as the City’s curbside program.
- Use the right containers: Place your bins or carts in a convenient, accessible location. For commercial and multi-unit buildings, provide clearly marked bins with photos and text showing exactly what can go inside. This reduces contamination and makes sorting easier for everyone.
- Educate regularly: Post signage on all collection containers and share waste sorting guidelines with new tenants or employees. Multi-unit property managers must review and update their waste management plan every year.
- Manage your space: Ensure collection areas do not overflow and that waste is stored in a way that prevents pests and odours. If you use in-house composting technology, the byproduct must be diverted from the landfill and cannot be thrown in the garbage.
Fees, inspections, and enforcement
The City monitors compliance through routine inspections and resident reports. If your bins are not separated correctly, you may receive a warning sticker on your bin. Repeat violations can lead to fines under the by-law. For multi-unit and commercial properties, failure to submit an annual waste plan or to provide proper diversion services may result in a compliance order or monetary penalty.
The City also offers support to help you transition smoothly. We provide free signage templates, tenant handouts, and one-on-one consultations for property managers and business owners. If you need help finding a waste hauler or setting up a collection area, our staff can guide you through the process.
