By-law 2024-089: Soil Deposit and Removal By-law
Purpose
By-law 2024-089 regulates the deposit and removal of soil across the City. Its main goal is to protect our soil quality and keep invasive pests and plant diseases from spreading through Wrenford's neighbourhoods and parks.
What it does
This by-law sets clear rules for moving dirt and soil around. If you are a homeowner, landscaper, or contractor, you need to follow these guidelines when adding or taking away soil on your property or at a worksite.
- You must declare the source of any soil you bring onto a property. We want to make sure it is clean and free of contaminants or invasive seeds.
- Removing large amounts of soil from a site requires a permit. This helps us track erosion and keep the ground stable.
- You cannot dump soil in city parks, along the Tamsin River, or in the ravines without an approved plan.
Who it applies to
It applies to all residents, property owners, developers, and contractors working within Wrenford's boundaries. If you are digging a hole, building a foundation, or adding topsoil to your garden, this by-law affects you.
Fines
Violating this by-law can result in fines under the Provincial Offences Act, 1979. Repeat offenders may face higher penalties and could be ordered to restore the land to its original condition at their own expense.
When it takes effect
Council passed this by-law on June 24, 2024. It takes effect immediately upon third reading unless otherwise noted.
What it amends
This by-law works alongside existing rules like the Zoning By-law 2016-040 and the Site Alteration By-law 2022-071 to give the City stronger tools to manage our natural ground cover.
