By-law 2024-005: A by-law to amend Traffic and Parking By-law 2014-075 (temporary parking restrictions on Water Street)
By-law 2024-005 was passed by Council on January 22, 2024, during the regular Council meeting. This by-law amends the Traffic and Parking By-law 2014-075 to introduce temporary parking restrictions along Water Street in the downtown core.
What it does
The amendment creates temporary no-parking zones on Water Street to ensure clear access for snow clearing operations during the winter season. The restrictions are designed to keep the roadway open for City plows and salt trucks, particularly near the Downtown Transit Terminal.
Who it applies to
All drivers and vehicle owners parking on Water Street between Mercer Street and Mill Street are affected. The restrictions are active during the winter parking ban period (December 1 to March 31) and on days when more than five centimetres of snow are forecast or have fallen. Street sweeping and emergency vehicle access remain prioritized.
Fines
Violating these temporary restrictions is an offence under the Traffic and Parking By-law 2014-075. By-law Enforcement Officers may issue tickets for parking in restricted zones. The standard fine for a first offence is $75.00. Repeated violations or parking in a fire lane can result in higher penalties under the by-law.
When it takes effect
The by-law came into force immediately upon its passage on January 22, 2024, and applies to the remainder of the 2023–2024 winter season.
What it amends
This by-law amends Schedule A of the Traffic and Parking By-law 2014-075 to add the temporary parking prohibition zones. It does not repeal any existing sections of the by-law.
