By-law 2024-086: A by-law to amend Zoning By-law 2016-040 (zoning amendment for a property on 12 Mercer Street)

This by-law changes the rules in our Zoning By-law 2016-040 for one specific property at 12 Mercer Street. The goal is to let the homeowner build a secondary dwelling unit on their lot. Right now, the land is zoned for single-family homes only. This change makes it legal to add a self-contained living space, often called a granny flat or laneway suite.

Who does this apply to? It only applies to the property at 12 Mercer Street in the Old Mill neighbourhood. Other homeowners cannot automatically assume the same rules apply to their own lots. If you want to add a secondary unit elsewhere, you must follow the standard zoning rules or apply for a minor variance through the Committee of Adjustment.

The amendment updates the zoning map and text to match the new use. It does not create new fines or fees. Any construction must still follow the Building Code Act, 1992 and the Ontario Building Code. You will need a building permit and must meet all safety, parking, and lot-size requirements.

This by-law took effect shortly after council passed it on June 24, 2024. It amends Zoning By-law 2016-040 only. It does not repeal any other laws. If you need a copy for your records, you can visit City Hall or contact the Clerk’s Office to request a certified copy.
