By-law 2023-095: Stormwater By-law
By-law 2023-095, the Stormwater By-law, was passed by Council on July 10, 2023. This by-law sets clear rules for property owners to protect Wrenford's waterways, including the Tamsin River and Corvid Creek, from pollution and flooding.
What the by-law requires
You must keep your property's storm drains, gutters, and catch basins clear of debris. This means raking leaves away from grates, removing snow by hand in the winter, and ensuring nothing blocks the flow of water. Using a shovel, broom, or hand scoop to clear snow from a grate is safe. Do not use hot water, de-icing chemicals, or heavy machinery near a drain, as these can damage the grate or contaminate the water.
What you cannot dump
The by-law strictly prohibits dumping pollutants into storm drains or onto the ground where they can wash into the drainage system. This includes household hazardous waste like used motor oil, paint thinners, solvents, and chemical cleaners. Yard waste, such as grass clippings and leaves, must also be bagged for curbside collection or taken to the drop-off depot. Leaving leaves in catch basins is a fineable offence because it blocks water flow and can cause localized flooding.
Fines and enforcement
By-law Enforcement Officers can issue fines for violations of this by-law. Leaving leaves in catch basins or dumping pollutants into the storm system can result in a fine of $250.00 for a first offence. Repeated violations will carry higher penalties.
Protecting wildlife and waterways
Cleaning up after your pets and avoiding the dumping of pet waste is also covered under this by-law, as it works alongside the Wildlife Feeding Prohibition By-law 2026-152 to keep our local birds, animals, and waterways safe. When you keep drains clear and avoid harmful chemicals, you help Tamsin Valley Public Health and the City manage stormwater safely.
