By-law 2020-097: Winter Maintenance and Parking By-law
This by-law sets out the rules for keeping our streets clear and safe during the winter months. It covers the overnight on-street parking ban, street sweeping schedule, and snow clearing responsibilities for property owners.
The overnight parking ban runs from December 1 to March 31 each year, from 2:00 a.m. to 6:00 a.m. This allows City of Wrenford snow plows to clear all streets without waiting for cars to move. During this time, you must move your vehicle to a driveway or off the street. The ban does not apply to vehicles with a valid residential parking permit or those parked in designated snow emergency routes.
For spring cleaning, the City sweeps streets from April through May by neighbourhood. You must move your car on the scheduled day so the sweepers can do their work. If you leave your car parked on a swept street, you may be ticketed.
Property owners are responsible for clearing snow from the sidewalks in front of their property. You have 24 hours after a snowfall ends to shovel and salt or sand the path. This keeps the Tamsin River Trail System and local walkways safe for pedestrians and cyclists.
The City plows main roads when snow reaches 5 centimetres and residential streets at 8 centimetres. If you park on a plowed street during the ban, you could be towed at your expense.
This by-law applies to all residents, property owners, and drivers within city limits. Violations are handled by By-law Enforcement under the Municipal Act, 2001. A first offence for parking during the ban or failing to clear a sidewalk can result in a fine of $300.00. Repeat offences carry higher penalties.
Council passed this by-law on July 13, 2020. It took effect immediately and replaced older winter parking rules. A certified copy of the full text is available for review at the Clerk's office at Wrenford City Hall.
