By-law 2023-045: Code of Conduct By-law
Purpose and scope
By-law 2023-045 sets out the rules for how your mayor and ward councillors must act while carrying out their duties. It makes sure every decision is made in the public interest, with fairness, transparency and respect.
Who it covers
The code applies to the mayor and all six ward councillors. It does not cover city staff or elected officials from other municipalities.
What it does
The by-law outlines clear ethical standards for council members. It explains how to handle conflicts of interest, such as when a personal or financial interest could affect a vote. It also sets rules for accepting gifts, hospitality or outside influence. If a conflict comes up, the official must declare it and step away from the discussion.
Complaints and enforcement
If someone thinks a councillor broke the rules, they can file a complaint with the City Clerk. The review stays confidential until a formal finding is made, following the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). The City values trust, so we always encourage reporting a conflict early rather than risking a mistake. Under the Municipal Act, 2001, violations can lead to fines or other penalties determined by the courts.
When it takes effect
Council passed By-law 2023-045 on April 10, 2023, and it took effect right away. It replaces previous conduct guidelines for elected officials.
