By-law 2017-090: Water and Wastewater By-law
The Water and Wastewater By-law 2017-090 helps keep your drinking water safe and protects the city's wastewater system. It sets clear rules for how water meters must be protected, what can and cannot be discharged into the sewer system, and how to prevent unsafe backflow into the public water supply.
What you need to know
This by-law applies to every property connected to Wrenford's water and sewer services. Whether you live in a house, run a business, or manage a facility, you must follow these rules to keep your account in good standing.
Protecting your water meter
Your water meter is city property. Please follow these rules to keep your account in good standing: Do not bypass or tamper with the meter. Any interference will result in a fine and immediate account closure under the Water and Wastewater By-law 2017-090. Protect the meter from vehicles and construction equipment. If the meter is damaged, you will be charged for the replacement.
Wastewater discharge rules
Only normal household or business wastewater may enter the sewer system. You cannot dump grease, chemicals, oil, or solid waste down the drain. Commercial and industrial operations need a wastewater discharge permit. Once approved, your permit is valid for one year. Under the Water and Wastewater By-law 2017-090, permit holders must submit monthly discharge volume reports and test wastewater quality quarterly, sending lab results to the City.
Preventing reverse flow
Reverse flow happens when water from the sewer system flows backward into your home or business. This can happen due to a drop in water pressure from a main break, a large demand nearby, or a pump failure. Why does Wrenford manage this? Protecting our drinking water is a top priority. The Water and Wastewater By-law 2017-090 requires property owners to prevent any unsafe reverse flow into the public system. We follow the National Plumbing Code to set these safety standards.
Fines and penalties
Violating this by-law can result in fines under the Municipal Act, 2001. Fines range from $500.00 for minor infractions, such as blocking a meter, to $5,000.00 for serious pollution offences or repeated violations. The City may also shut off your water service until the problem is fixed.
When it takes effect
This by-law was passed by Council on June 26, 2017, and took effect the following day. It replaces the previous water and wastewater regulations to align with current provincial standards.
A certified copy of the full by-law is available for review at the Clerk's office at City Hall or by calling 519-555-0100.
