By-law 2022-082: Vehicle for Hire By-law
About this by-law
This by-law sets the rules for anyone who carries passengers for money in Wrenford. It covers taxis, limousines, designated driver services, airport shuttles and transportation network companies (ride-hailing apps). The goal is to keep drivers and passengers safe while making sure everyone plays by the same rules.
Who needs a licence
If you transport passengers for a fee, you need a vehicle for hire licence. This includes drivers, brokers and the companies that operate the vehicles. You must submit a current Vulnerable Sector Check with your application. You also have to meet the insurance and vehicle standards set out in the by-law.
Fines and enforcement
By-law Enforcement Officers and police check for proper licensing. If you drive without a licence, or break the safety rules, you can be fined. The fine is up to $1,000.00 for a first offence. Repeated violations or serious safety concerns can lead to higher fines or licence suspension.
Complaints and renewals
The Business Licensing team reviews every complaint we receive. If you have an issue with a driver or company, submit a complaint through our online form. Renewal notices are mailed each June. You will need to submit a new Vulnerable Sector Check and pay the renewal fee to keep your licence active.
Effective date and copies
Council passed this by-law on June 13, 2022. It took effect immediately after passing. A certified copy is available at the Clerk's Office at Wrenford City Hall, 100 Mercer Street, or you can download it from the By-laws page.
