By-law 2020-098: Emergency Management By-law

Welcome to the summary for By-law 2020-098: Emergency Management By-law. This by-law gives the City of Wrenford the legal tools it needs to coordinate emergency response and keep our community safe when serious events happen.

What it does

This by-law sets out how the City will plan for, respond to, and recover from emergencies. It covers everything from natural disasters and infrastructure failures to public health crises. Under this by-law, the City Manager, working with the Community Emergency Management Coordinator, can activate the Emergency Operations Centre at City Hall. When activated, the centre becomes the hub for coordinating the Wrenford Police Service, Wrenford Fire Rescue, Wrenford Paramedic Services, Tamsin Valley Public Health, and the Tamsin Valley Conservation Authority.

The by-law also outlines how the City will communicate with you during a crisis, how it will manage shelters and essential services, and how it will restore normal operations once the emergency passes.

Who it applies to

This by-law applies to all city departments and staff involved in emergency planning. It also sets expectations for local partner organizations, including the Wrenford Police Service Board, Tamsin Valley Public Health, and the Tamsin Valley Conservation Authority, as they work alongside the City. While it guides official response efforts, it also helps you understand what to expect if an emergency occurs in your neighbourhood.

Fines and penalties

This by-law does not set specific fines for residents. However, if Council declares a local emergency, orders for evacuation or sheltering become legally enforceable under the Municipal Emergency Management and Civil Protection Act. Refusing to follow these orders can result in fines or penalties as outlined in provincial law.

When it takes effect

Council passed By-law 2020-098 on July 13, 2020. It took effect immediately upon passage and remains in force until it is amended or repealed.
