Committee of Adjustment meeting, June 19, 2024
Attendance
The meeting opened at 6:00 p.m. with the Chair, the Vice-Chair, and three members present. One member sent regrets. The Secretary-Treasurer of the Committee and a Planner were also in attendance. Members reviewed the agenda and confirmed that all required public notices had been posted.
Delegations
Four residents appeared to speak in support of their applications for minor variances. One resident submitted a written brief opposing a proposed variance. All speakers were reminded of the three-minute limit and the rules for respectful discussion.
Reports and decisions
The Committee reviewed five applications under the Planning Act and the Zoning By-law. Each item required a minor variance to allow a use or structure that does not fully meet the current zoning rules.
- Application for a minor variance to reduce the required front yard setback on a residential lot on Northgate Boulevard. The applicant sought to move the primary entrance closer to the property line to improve street visibility. The Planner confirmed that the change does not impact sightlines or neighbouring properties. Carried 4-0.
- Request to permit a non-conforming fence height in a rear yard setback on Benchlands Drive. The fence would be 1.8 metres tall instead of the 1.5-metre limit. The applicant provided a landscape plan to screen the fence from the street. Carried 3-1, with one member abstaining due to a conflict of interest.
- Application to allow a secondary suite in a detached garage in the Old Mill neighbourhood. The proposed suite meets the required parking and egress standards. The Committee verified that the garage is structurally sound and meets fire separation requirements. Carried 4-0.
- Request to rezone a corner lot in the Westbrook neighbourhood to permit a home-based business. The business will not generate heavy traffic or noise. The Committee approved the variance with a condition that signage remain within standard limits. Carried 3-1.
- Application to approve a site plan variation for a new driveway apron on a residential street in the Railside area. The variation allows a slightly wider apron to accommodate a standard vehicle. Carried 4-0.
By-laws
No by-laws were passed. The Committee of Adjustment only recommends decisions to Council.
Adjournment
