Apply for a change of use
You can submit a change of use application through the portal or by emailing your completed package to [email protected]. Bring paper copies to the Planning & Development office on the third floor of City Hall, 100 Mercer Street, if you prefer to visit in person.
Before you submit, prepare the following documents:
- Completed Change of Use Application Form
- Letter of Authorization (if you are not the property owner)
- Letter of Intent describing the new business and its operations
- Site plan showing the proposed layout, parking, and emergency exits
If you are unsure whether your space is zoned correctly, review the The zoning by-law or contact our planning staff first.
Why you need a permit
Wrenford uses the Planning Act and the Ontario Building Code to make sure every business is located in the right district and that the space is safe for you, your staff, and your customers. The permit process checks parking, floor area, fire safety, and compatibility with nearby properties.
Processing times and rules
Standard change of use applications usually take two to seven business days to review. If your proposed business is considered discretionary under the zoning by-law, the review takes two to seven business days, followed by a mandatory 21-day public notice period. This waiting period allows neighbours or interested parties to file an appeal under provincial law.
Applications submitted during the busy construction season (April 1 to October 31) may take longer due to higher volume.
Fees
The application fee for a change of use is $400.00. If your project also requires construction or tenant improvements, you will need a separate commercial building permit. Check the Building Permit Fee Calculator for estimated costs.
What happens next?
Once we receive your package, a Development Officer and a Building Safety Codes Officer will review your application. You will receive email updates as the file moves through each step. If a building permit is required, we will schedule a final site inspection to verify that washrooms, fire alarms, sprinkler systems, and emergency exits meet safety standards.
After your permits are issued and all inspections pass, you must apply for a business licence through Service Wrenford. You cannot legally open your doors until the development permit is issued, all inspections are complete, and your business licence is active.
