How we manage construction projects
The City of Wrenford invests in roads, buildings, transit facilities, and utilities to keep our community running. We manage every construction project from the first idea to the final inspection. Our goal is to deliver safe, lasting infrastructure while keeping costs fair and transparent.
Our procurement process
When the City needs to hire contractors, engineers, or consultants for construction, we follow an open and competitive bidding process. All major projects are posted on Bids & Tenders. You must register on the Wrenford Supplier Portal before you can submit a bid. This ensures that every qualified business has a fair chance to compete.
Guidelines for bidders and contractors
If you plan to bid on a Wrenford construction project, please review these requirements carefully. They apply to all work on City land, including new builds, renovations, and major repairs.
- Pre-qualification: You must meet the financial and safety standards listed in our procurement policy. This includes valid insurance, Workplace Safety and Insurance Board clearance, and proof of experience with similar municipal projects.
- Engineering and design standards: All technical plans must follow the Engineering Standards. Our engineering team reviews drawings for drainage, traffic flow, utility connections, and structural safety before work begins.
- Site and zoning rules: Construction on City property must comply with the Zoning and the Site Alteration By-law. If you are working near the Tamsin River or Corvid Creek, you may also need a permit from the Tamsin Valley Conservation Authority.
- Social procurement: The City values local businesses, small enterprises, and workers from underrepresented groups. We encourage you to partner with Indigenous-owned and women-owned businesses on your team. See our Indigenous procurement opportunities and Social procurement requirements for details.
- Environmental standards: We expect contractors to reduce waste, manage stormwater properly, and protect air quality during construction. Learn how we support green practices through our Environmental initiative grants and sustainability requirements.
Project types and timelines
Construction projects in Wrenford fall into a few main categories:
- Capital infrastructure: Roads, bridges, water and wastewater systems, and transit depots. These are planned years ahead and funded through the municipal budget, development charges, and provincial grants.
- Public buildings: Fire stations, police facilities, recreation centres, and community halls. The City works closely with the relevant department and the Wrenford Police Service or Fire Rescue when designing these spaces.
- Renovations and upgrades: Interior refurbishments, roof replacements, and energy-efficiency retrofits for existing City-owned properties.
Most projects run on a strict timeline. Delays can affect traffic, utility outages, and community programming. Contractors are expected to submit weekly progress reports and adhere to the agreed schedule.
After the bid is awarded
Once a contract is awarded, the City assigns a project manager to oversee daily operations. You will work with our Planning & Development staff for permits, the City Services teams for site access, and our building officials for inspections. All changes to the scope of work must be approved in writing before they are carried out.
Feedback and compliance
We take contractor feedback seriously. After each project closes, you will receive a Procurement customer survey to share your experience. If you have questions about a specific tender, contact our Purchasing Manager or visit the contact economic development page for general inquiries. For permit and inspection questions, reach out to Planning & Development directly.
The City of Wrenford is committed to fair, transparent, and sustainable procurement. We look forward to working with skilled partners who share our vision for a strong, growing community.
