Backyard suites

How to apply for a development and building permit to add a separate dwelling unit in your backyard.

What is a backyard suite?

A backyard suite is a self-contained dwelling unit located in the backyard of a property with a main house. It can be built as a detached building or attached to an existing accessory building like a garage. The suite must have its own kitchen, bathroom, laundry area, and a separate entrance from the main house.

Where can I build one?

Backyard suites are allowed in most residential zones under the Zoning By-law 2016-040. You can check the Zoning bylaw maps to see if your property is in a zone that permits them. Only one backyard suite is allowed per residential lot.

Key rules

  • Height: Maximum two storeys, or 6.5 metres measured from grade.
  • Floor area: Up to 60 per cent of the main house footprint.
  • Parking: One additional off-street parking space required.
  • Setbacks: Minimum 1.0 metre from side and rear property lines.
  • Utilities: You are responsible for ensuring existing water and sewer lines can handle the extra demand. Upgrades are at your cost.

Permits you will need

You must secure a development permit first, followed by a building permit. The development permit confirms your design meets zoning rules. The building permit ensures the structure meets Ontario safety and building standards. You will also need separate electrical, plumbing, and gas permits before you start work.

How to apply

Prepare your site plan, floor plans, and engineering details. Submit your application through the Wrenford Permit Portal or bring a printed copy to the Service Wrenford counter at Wrenford City Hall. If you are not the property owner, include a signed letter of authorisation. A licensed contractor must hold a current City business licence if they are submitting on your behalf.

Fees and processing times

Current fees are set out in the Fees and Charges By-law 2025-151. A development permit application costs $600.00. Building permit fees are calculated based on your construction value. Processing typically takes 15 to 20 business days for the development permit and 10 to 15 business days for the building permit. Construction cannot begin until both permits are issued and paid for.

After construction

All completed backyard suites must be registered with the Secondary Suite Registration Program. You will also need to pay an annual business licence fee and register for a separate water meter if required.
