What is a consent to convey?
A consent to convey is a legal permission from the City that lets you split a property into two or more lots, or join two properties together. It also covers creating a new driveway, easement, or secondary suite separation. Think of it as getting official approval to change how your land is divided before you sell, build, or borrow against it.
When do you need a consent?
You must apply for a consent when you want to:
- Split a single lot into two or more new lots
- Join two or more adjacent properties into one
- Create a secondary suite that will be sold or rented separately
- Grant an easement for utilities, shared driveways, or access paths
- Change the legal boundaries of your property
If you are just building a house, a deck, or a fence, you do not need a consent. Those projects use building permits or development permits instead.
How to apply
Start by downloading the Consent to Convey Application Form and the required checklist. You will need to submit a current survey of your property, a site plan showing the proposed changes, and a statement of compatibility with the Official Plan. If your property borders the Tamsin River or one of our creeks, you will also need a letter from the Tamsin Valley Conservation Authority confirming your plan does not harm the shoreline.
Drop your complete package at the Planning and Development office, or mail it to us. Our staff will check your application for completeness within two weeks. If anything is missing, we will send you a list of what you need to fix before we start the review.
Where to submit
Planning and Development office
Room 310, Wrenford City Hall
100 Mercer Street, Wrenford, ON N4Q 1A1
Processing time
Once your application is complete, the City takes forty-five to sixty business days to review it. This allows our planners, engineers, and utility departments to check your proposal against our zoning rules, road standards, and water supply capacity. If your plan is straightforward, it may finish sooner. Complex projects near the river or in the floodplain can take longer.
After the review, a staff report will go to Council for approval. You will receive a notice by mail once the decision is made. If approved, the consent is registered with the Land Registry Office and becomes part of your property title.
Fees
The application fee is $850.00. This covers the initial staff review, planning analysis, and Council notification. If you need extra services, like a traffic study or an environmental assessment, those costs are billed separately. Fees are non-refundable once the review starts.
