Apply for a consent

Learn how to apply to the Committee of Adjustment for a consent to convey, including eligibility rules, required documents, fees, and processing times.

A consent to convey is the City's legal permission to split a piece of land into two or more lots, or to join separate lots together. Unlike a full subdivision, a consent usually involves creating one or two new lots. The Committee of Adjustment reviews and approves these requests.

You must apply for a consent if you want to:

  • Create a new residential lot from an existing property.
  • Separate a secondary suite or laneway house to own it independently.
  • Join two adjacent properties into one legal lot.
  • Release a portion of land from a legal description, such as for a driveway or utility easement.

Eligibility requirements

Before you submit an application, your proposed lot must meet several rules. The Committee of Adjustment will not approve a consent if the land does not comply with the following:

  • The City of Wrenford Official Plan (2018, office consolidation 2025)
  • Zoning By-law 2016-040 (lot size, frontage, and building setbacks)
  • The Tamsin Valley Conservation Authority (setbacks for the Tamsin River, Corvid Creek, and Ambrel Lake)
  • City of Wrenford servicing standards (municipal water and wastewater connections, or approved private septic and well systems)
  • Property Standards By-law 2019-112 (existing structures must be safe and habitable)

How to apply

Follow these steps to submit your application:

  1. Download the Consent to Convey Application Form and the required supporting documents from the Planning and Development section.
  2. Prepare a current survey of the property. A legal survey prepared by a licensed Ontario Land Surveyor is required.
  3. Complete all sections of the application form. If you are renting the property, you must include a signed consent form from the landlord.
  4. Submit your completed application and survey to City Hall or email it to [email protected].
  5. Pay the application fee. We accept payment by credit card, debit, or cheque at the Service Wrenford counter.

Fees and processing time

The application fee is $850.00. This covers the initial review by planning staff and the Committee of Adjustment. If your application is incomplete, we will return it without processing the fee.

The Committee of Adjustment reviews applications at its regular meetings on the third Wednesday of each month. Staff typically take 45 to 60 business days to review a complete application. You will receive a decision notice by mail once the review is finished.
