Road reconstruction on an urban street: excavator, traffic cones, a paid-duty flagger, new curbs being formed

When you need a construction traffic management plan

Any work on the City's road right-of-way, including roadways, sidewalks, and boulevards, requires a Street Use Permit. If your project will close a travel lane, block a sidewalk, or place equipment on the street, you must submit a Construction Traffic Management Plan (CTMP) with your application.

What the plan covers

Your CTMP must show how you will keep drivers, cyclists, transit riders, and pedestrians safe while work is underway. You need to account for:

  • Temporary lane or sidewalk closures
  • Placement of hoardings, waste bins, or PODs on the street
  • Temporary crossings from the public road to private property
  • Work within five metres of boulevard trees
  • Flag persons or temporary traffic signals

How to submit your plan

You can submit your application and CTMP through the online permit portal or by mail to the Roads Department at City Hall. If you have a previously approved permit, use your Customer ID number to auto-fill your account details.

Before you submit, review the temporary traffic control guidelines for Wrenford. It outlines the required signage, barricades, and cones for every work zone. You can find the Traffic Accommodation Plan (TAP) drawing templates and a Summary Checklist in the planning tools section.

Processing times and fees

Allow enough time for staff to review your plan and arrange public notifications. Processing times are:

  • High-impact projects (full lane or sidewalk closures): at least 10 business days before work starts
  • Low-impact projects (minor obstructions or short durations): at least 6 business days before work starts

Permit fees and review costs are set out in the Fees and Charges By-law 2025-151. Payment is required before approval is issued. You can pay by credit card online or by mail.

Important rules

Accommodate all travel modes. Wrenford prioritizes safe access for pedestrians, cyclists, and Wrenford Transit. If your plan blocks a bus route, you must contact the transit department before submitting.

Public notifications. For projects that significantly impact traffic, the City will send notices to nearby residents and businesses. You must provide a list of affected addresses with your application.

Tree protection. If work happens within five metres of a City-owned boulevard tree, you must also submit a Tree Protection Permit application under the Tree protection bylaw.

Noise and dust control. All work must follow the Noise By-law 2016-122. If you need to work outside standard hours, apply for a Construction Noise Permit first.
