Apply for a zoning bylaw amendment

Learn how to request a change to the zoning rules for your property, including fees, timelines, and the public hearing process.

What is a zoning bylaw amendment?

The Zoning By-law 2016-040 sets out the rules for how you can use and develop your property. These rules cover things like building height, setbacks, lot size, and what kinds of businesses or homes are allowed. If your project does not follow these rules, you will need to apply for a zoning bylaw amendment to change them.

When do you need an amendment?

You need an amendment if you want to:

  • Change the land use designation (for example, from residential to commercial).
  • Build a structure that is larger or taller than the bylaw allows.
  • Reduce the required parking or setback requirements.
  • Allow a use that is not currently permitted on the property.

If your proposal matches the goals in the City of Wrenford Official Plan, the process is usually faster. If it goes against the plan, you may also need an official plan amendment first.

How to apply

Start by downloading the Zoning Bylaw Amendment Application Form. Fill it out completely and submit it to the Planning and Development department at City Hall, Room 310, 100 Mercer Street, or by email to [email protected].

Once we receive your application, staff will check it to make sure it is complete. If we need more information, we will ask for it. A Phase 1 Environmental Site Assessment may be required if you are changing a property from an industrial zone to a commercial or residential zone. This must be prepared by a qualified environmental consultant.

The review and public hearing process

After the application is complete, staff will review it against the Official Plan, provincial policies, and other relevant plans. We will also send it to other city departments for feedback.

If the amendment requires a public hearing, the City will notify all property owners within 100 metres of your property line. You will also need to pay for the public advertising costs, which are estimated at $700.00. These advertising costs, along with the application fee, are non-refundable.

The City Council meeting agenda will list your application. At the first reading, Council considers the proposed amendment. If approved for first reading, a public hearing is scheduled for the next regular Council meeting, four weeks later. At the public hearing, you and members of the public have five minutes each to speak in favour of or against the change. After the hearing, Council will consider second and third reading. A bylaw amendment requires three readings by Council to become law.

Fees and costs

Application fees are set out in the Fees and Charges By-law 2025-151. A minor zoning amendment costs $2,500.00, and a major zoning amendment costs $5,000.00. These fees cover the staff time needed to review your request. If your application is approved, you will also receive a separate invoice for the public hearing advertising costs.

Timelines and re-applications

Processing times vary depending on the complexity of your project and public feedback. If your proposal matches an adopted area structure plan, it typically takes three to four months. If it does not match an adopted plan, or if there are significant concerns, it can take five to twelve months. For details on the steps involved, see Apply to rezone your property.

If Council refuses your application, you cannot submit a similar application for the same property for at least six months from the date of the refusal.
