When you need a permit
You must apply for a tree removal permit before cutting down, grinding, or removing a tree on your private property if it meets any of these criteria:

- The trunk measures at least 20 centimetres in diameter, measured 1.4 metres above the ground.
- The tree has multiple stems, and the combined diameter of the two or three largest stems reaches 20 centimetres.
- The tree was listed as a condition in a previous development or building permit.
Small trees that do not meet these measurements generally do not need a permit, unless they are located in a protected area or heritage zone. Check the Tree protection bylaw page for more details on protected species and size limits.
How to apply
Follow these steps to submit your application through the Online Building Permit Application Portal:
- Gather your documents. You will need a recent site plan showing all existing trees, buildings, and the exact location of the tree you want to remove. If the tree is dead, diseased, or considered a hazard, you must include a report from a certified arborist explaining the condition.
- Get written consent. If you are applying on behalf of someone else, attach a signed letter from the property owner. If the tree is shared with a neighbour or a strata corporation, include a letter of consent from them.
- Submit and pay. Upload your files to the portal, confirm the property details, and pay the required fees online using a credit card or debit card.
Application fees
Fee schedules are set out in the annual Fees and Charges By-law 2025-151. Current rates are:
- First tree in a calendar year: $125.00
- Each additional tree in the same year: $45.00
If your tree removal is part of a larger construction or development project, the permit approval will be handled as part of that main building permit, and you will not need a separate tree removal application.
After approval
Once City staff review your application and approve it, you will receive your permit. Please keep in mind the following requirements:
- Permit validity. You must complete the removal within six months of the issue date. If work is not finished, the permit expires and you must reapply.
- Post the permit. Tape a copy of the approved permit to a board or the tree itself so it is visible from the street while the work is happening.
- Plant a replacement tree. If you remove a tree over 20 centimetres in diameter, you are required to plant a replacement on your property. The City's landscape inspectors will visit your site to confirm the new tree is planted and meets the minimum size standards.
- Report concerns. If you see a tree being removed without a valid permit, please Report a zoning violation so our staff can investigate.
