Do you need a permit?

You need a water and sewer connection permit before you connect your property to the municipal water and sewer systems. This applies to all new buildings, additions, or when changing the size of your water or sewer service.

Residential connections

Residential permits cover single detached houses, duplexes, laneway houses, and secondary suites. You can apply for one combined permit for both water and sewer.

  • Submit a legal survey plan prepared by a licensed land surveyor. The plan must be dated within the past six months.
  • Provide a site plan showing where your service lines will connect.
  • Apply before you submit your building permit application.

Our team will review your application and send you a fee notice. Once you pay the initial fee and submit your final signed drawings, we will issue your permit. After your property passes the required inspections, we will schedule your connection. You do not need to be home for the connection work.

Commercial and industrial connections

Commercial and industrial buildings, multi-unit residential buildings with more than three units, and duplexes with infill dwellings need separate permits for water and sewer.

  • A registered professional engineer must prepare your site plan and plumbing schematics.
  • Your engineer must calculate the peak water demand and sewer flow rates.
  • Submit your application before applying for your building permit.

After we review your engineering drawings and approve the design, you will pay the remaining fees. We will issue your permits and schedule the connection once the final inspection is passed.

Application process

  1. Fill out the application form online or pick up a paper copy at City Hall.
  2. Submit your application with all required documents and plans.
  3. Pay the initial application fee. You can pay online, by phone, or in person.
  4. Receive your approved permit and schedule your inspections.
  5. Pass the required inspections. Re-inspections may carry an additional fee.
  6. Receive your final permit and connection schedule.

Fees

Permit fees change each year. The current rates are listed in the Fees and Charges By-law 2025-151. Fees depend on the size of your service line and the type of building.
