Bulk water accounts and billing

Learn how to set up, pay, and manage a bulk water account for construction sites and contractors in Wrenford.

Who needs a bulk water account

Construction sites, contractors, and businesses that need a steady supply of water for dust control, soil compaction, or other work-related tasks will need a bulk water account. This is different from a regular residential or commercial water bill. If you use water from a fire hydrant or a temporary meter at a worksite, you must register an account with us before you start using water.

How to set up an account

Setting up a bulk water account takes a few steps. You can start the process online or visit City Hall. We need to make sure your account is ready before you connect to the water main.

  1. Fill out the Bulk Water Account Registration Form. You can find it on our Water & Wastewater page or pick one up at the Service Wrenford counter.
  2. Provide proof of liability insurance. We require a minimum of $2,000,000 in coverage naming the City of Wrenford as an additional insured.
  3. Pay the account deposit. This covers any unexpected usage or damages to the meter while it is on your site.
  4. Install a backflow prevention device. A certified plumber must install and test this device before we turn the water on. This keeps our drinking water safe from contamination.

Once we receive your paperwork and deposit, we will schedule a time to install the meter. You will get a welcome packet with your account number and instructions.

Rates and billing

Bulk water accounts are billed monthly. You will receive a bill every two months, just like a regular water bill, but the rates are different. The charges cover the water you use and the maintenance of the meter.

Charge type Rate Details
Monthly account charge $85.00 Covers meter rental and administrative costs. Charged every billing cycle.
Usage rate $4.20 per cubic metre Billed based on the meter reading. One cubic metre equals 1,000 litres.
Backflow tester fee $120.00 Annual testing fee for your backflow prevention device.

You can pay your bulk water bill online through our online portal, by mail, or in person at City Hall. If you miss a payment, a 2% monthly penalty will be added to your balance. Unpaid bills may result in the meter being disconnected and the deposit withheld.

Meter care and safety rules

When water is flowing through your meter, it is still our property. Please follow these rules to keep your account in good standing:

  • Do not bypass or tamper with the meter. Any interference will result in a fine and immediate account closure under the Water and Wastewater By-law 2017-090.
  • Protect the meter from vehicles and construction equipment. If the meter is damaged, you will be charged for the replacement.
  • Report any leaks or meter errors right away. Call 519-555-0111 for after-hours emergencies or email [email protected] during business hours.
  • Test your backflow prevention device every year. See our backflow prevention guide for details.

When your project is finished, call us to schedule a meter removal. You can also use our account change forms to close the service. We will take a final reading and process your deposit refund within 30 days, minus any outstanding charges.
