What the framework covers
The Financial Leadership Framework sets out how the City of Wrenford manages public money. It explains who is responsible for financial decisions, how we plan for the future, and how we keep you informed. This framework ensures that every dollar collected through taxes and fees is spent responsibly, transparently, and in line with the priorities you set through your elected representatives.
Core principles
- Stewardship: We treat public funds as a shared responsibility. Every budget decision is weighed against long-term community needs.
- Transparency: Financial reports, budget documents, and spending data are published openly so you can see how your money is used.
- Long-term planning: We look beyond the current year. Capital projects and service changes are evaluated over a ten-year horizon.
- Accountability: Clear roles and regular reporting keep City staff and Council answerable for financial performance.
Roles and responsibilities
Financial leadership in Wrenford is shared across Council, senior management, and dedicated committees.
Council
Your elected Council sets the strategic direction and approves the annual budget. Council decides which programs and services receive funding and establishes the overall financial limits for the city.
City Manager
The City Manager, Robert Eng, oversees the day-to-day implementation of Council's financial direction. He ensures that departments operate within approved budgets and that financial risks are identified early.
City Treasurer and GM Corporate Services
Leah Thibodeau, who also serves as GM Corporate Services, acts as the City Treasurer. She leads the Revenue and Water Billing Supervisor and the Purchasing Manager to manage cash flow, debt, investments, and procurement. Her office prepares the monthly and quarterly financial reports that feed into Council's decision-making.
Council's finance review
Council's finance review process examines financial reports, budget estimates, and policy proposals before they go to full Council. The review provides detailed analysis and makes recommendations to ensure that financial decisions align with the 2026–2030 Council Term Direction.
Reporting and transparency
You can track how the City performs against its financial plans through several public reports:
- Annual budget: Approved each fall for the coming year. View the current annual budget
- Quarterly variance reports: Published every three months to show how actual spending compares to the budget. For example, the Q2 2026 report showed a $110.0 million favourable variance. View operating variance reports
- Long-term financial plan: A rolling ten-year projection that tests service levels and tax rates against expected growth and infrastructure costs. Explore the long term financial plan
- Capital works program: Details every major construction and renewal project, including its budget and timeline. View the capital works program
