General Manager of Infrastructure and Planning Samuel Adeyemi and Senior Planner Elena Petrova joined to support the committee. This meeting was not livestreamed.
Delegations
Two residents spoke during the public comment period. One resident from the Wildrye neighbourhood asked about traffic calming on new streets. Another resident from Riverside Flats raised concerns about tree removal near Corvid Creek. The committee noted both points for the staff reports below, and you can download the full traffic and tree reports on our website.
Reports and Decisions
The committee reviewed several planning applications and policy updates:
Site Plan Control at 45 Mercer Street
Senior Planner Petrova presented the development application for a mixed-use building. The proposal includes ground-floor retail and upper-level apartments. The committee reviewed the traffic impact study and the requirement for a site plan control agreement under the Planning Act. After confirming that parking and loading zones meet city standards, the committee recommended approval. Carried.
Zoning Amendment for 12 Tamsin Street
The application seeks to rezone a vacant lot to allow a four-unit residential building. Staff confirmed the site is not on a floodplain managed by the Tamsin Valley Conservation Authority. The committee discussed the need for a new sidewalk connection to the Tamsin River Trail System. The committee recommended approval with a condition to construct the walkway. Carried.
Minor Variance for a Secondary Suite at 88 Mill Street
A homeowner applied for a minor variance to the Zoning By-law 2016-040 to build a legal secondary suite. The committee reviewed the fire separation and parking requirements. They confirmed the variance does not impact neighbor privacy or sunlight access, and you can find the homeowner's application online. The committee recommended approval. Carried.
Environmental Impact Assessment for the Corvid Creek Ravine Trail Extension
The committee reviewed a report on extending the multi-use trail through the environmentally significant area. Staff noted the need to protect native habitats and comply with the Planning Act. The committee directed staff to refine the trail alignment to avoid sensitive wetlands and bring a revised plan back in early 2026. Defeated (as presented), referred back to staff.
Development Charges By-law Update
Senior Planner Petrova presented the updated development charges to fund future infrastructure for the growing Wildrye neighbourhood. The committee reviewed the capital cost estimates for roads, water, and parks. They recommended the city council adopt the revised schedule. Carried.
By-laws
The committee did not pass any by-laws. Planning committee recommendations are forwarded to city council for final approval.
Adjournment
The meeting ended at 5:45 p.m.
