Graffiti bylaws and removal

Rules and fines for graffiti, how to report it, and help for private property owners.

What counts as graffiti

Graffiti includes words, drawings, or stickers applied to public or private surfaces without permission. It falls under the Graffiti and Vandalism By-law 2026-051. Graffiti can damage neighbourhoods, cost property owners money to clean up, and sometimes include offensive or hateful messages. The City wants Wrenford to stay clean, safe, and welcoming for everyone.

How to report graffiti

If you see graffiti being created, call 911 right away.

If the graffiti is already there, report it using the Wrenford 311 service:

  • Call 311 from inside city limits, or 519-555-0100 from outside.
  • Use the Wrenford 311 mobile app.
  • Submit a complaint online.

When you report, be ready to share your name and address, a phone number, the exact location of the graffiti, and a brief description. You can also attach photos in the app. We do not accept anonymous complaints so our officers can follow up if needed. All information you provide stays confidential.

Rules for property owners

If graffiti appears on your property, you are responsible for removing or covering it. You have 48 hours to clean it up after you receive a notice from the City, or after you see it yourself. Leaving graffiti on your building or fence can lead to a fine.

Failure to remove graffiti can result in the following fines:

  • First offence: $200.00
  • Second offence: $500.00
  • Applying graffiti intentionally: up to $2,500.00

Help for private property owners

If you are a private property owner and have been targeted by graffiti, you may be eligible for the Clean Canvas Program. This program helps cover the cost of removing graffiti from your building or fence. You can apply for reimbursement if you clean up the area yourself or hire a professional contractor.
