What the Public Behaviour By-law covers

The City of Wrenford wants everyone to feel safe and welcome in our parks, streets, and public spaces. The Public Behaviour By-law 2020-082 helps us do that by setting clear rules for how we all act in public.

What is not allowed

Under this by-law, the following behaviours are prohibited in any public place, including sidewalks, parks, transit terminals, and libraries:

  • Fighting or physical altercations: Any form of fighting or threatening physical violence is not allowed.
  • Public urination and defecation: You cannot relieve yourself in public. This also applies to private property if it is clearly visible to the public.
  • Spitting: Spitting on streets, sidewalks, pathways, or trails is prohibited.
  • Loitering and obstruction: Standing or lingering in a way that blocks or prevents others from using public spaces is not allowed.
  • Improper use of public furniture: You cannot stand on or place your feet on tables, benches, planters, or sculptures in public areas.
  • Carrying visible weapons: Weapons are not allowed in public spaces. This includes knives, axes, hatchets, machetes, batons, imitation firearms, bats, and saws.
  • Carrying noxious substances: You cannot carry or use sprays or substances that can harm, injure, or irritate people or animals. This covers pepper spray, bear spray, oleoresin capsicum, and other chemical or hazardous liquids, sprays, or powders.
  • Harassment: Harassing, threatening, or intimidating others in any public space is prohibited.

Fines and penalties

If you break these rules, you may be given a fine. Penalties for violations of the Public Behaviour By-law range from $50.00 to $300.00, depending on the severity of the offence and whether it is a repeat violation.

How to report a violation

If you see someone breaking these rules, you can report it to the City. We take all reports seriously, and your information stays confidential. Please note that we do not accept anonymous complaints—you must identify yourself to a 311 service representative or through our online form.

When you report an incident, please have the following information ready:

  • Your name and address
  • A primary and alternate phone number
  • The exact location of the incident
  • A brief, clear description of what happened

You can report a violation by:

  • Dialing 311 from inside city limits, or calling 519-555-0100 from outside the city.
  • Using the Wrenford 311 mobile app.
  • Submitting a complaint through the By-law Enforcement online form.

If you use the app or online form, please include any photos you have. Visual evidence helps our By-law Enforcement team investigate quickly.
