What is a change of use?
A change of use occurs when you change the primary function of a commercial or industrial property in Wrenford. For example, turning a former office into a restaurant, or converting a storage warehouse into a retail shop, qualifies as a change of use. You must obtain a Change of Use Permit before operating the new business.
Why do you need a permit?
Changing how a building is used affects zoning, parking, floor area, and public safety. The permit process ensures your proposed business fits within the correct land-use district under the Zoning By-law 2016-040. It also verifies that the space meets the Ontario Building Code for the safety of you, your staff, and your customers.
Permits you may need
Depending on your project, you will typically need two types of permits:
- Development Permit: This confirms that your new business is allowed in that zone. Staff will review parking requirements, floor area, site compatibility, and any property restrictions. You can check allowable uses in the Zoning By-law 2016-040 for commercial and industrial districts.
- Building Permit: This ensures the space is physically safe for the new use. Even if you are not doing any construction or renovations, a building permit may be required to verify that washrooms, fire-rated walls, fire alarm systems, sprinklers, emergency exits, and cooking appliances meet code. If you are renovating the space, you will also need a commercial building permit for tenant improvements.
How to apply
Follow these steps to submit your application:
- Prepare your documents: Gather the Change of Use Submission Package, a completed Letter of Authorization (if you are not the property owner), and current floor plans. Make sure all forms are fully filled out before submitting.
- Submit your application: Email your complete package to [email protected] or drop it off in person at the Service Wrenford counter, Room 100, Wrenford City Hall.
- Processing your application: Once received, a planning officer and a building safety officer will review your file. You will receive email updates if we need more information or if payment is required.
Processing times and fees
A standard change of use application takes seven to fourteen business days to review and issue. If your proposed use is considered discretionary under the Planning Act, 2019, an additional 21-day public notice period applies. This allows neighbours or affected parties to raise concerns before a decision is made. Please note that processing times may extend during the busy construction season.
The application fee is $400.00 under the Fees and Charges By-law 2025-151. Additional fees apply if a building permit is generated for renovations or safety upgrades.
Next steps before opening
After your permits are approved, you will need to schedule a final site inspection. Once the inspection passes, the building permit is closed. Before you open your doors, you must also apply for a business licence through the City's business registry. This ensures your business is listed in the public directory and supports local economic development.
