WRENFORD, ON — City Council approved the sale of the second phase of the former Victoria Hospital site on Tuesday, September 24, 2024. The four-hectare parcel on Mill Street will be transferred to a private development partner for $18.5 million to build a six-storey mixed-use building.
The approved plan includes 120 affordable housing units, ground-floor retail space, and a community centre for local groups. The project supports the City's housing strategy and downtown revitalization goals. Construction is expected to begin in early 2025, with the building opening by late 2026. During construction, Mill Street will be partially closed to traffic between 7:00 a.m. and 6:00 p.m. to keep workers and pedestrians safe.
"This sale brings us one step closer to revitalizing a key part of our downtown while delivering much-needed housing," said Mayor Danielle Okafor-Price. "The City worked closely with the buyer to ensure the project benefits all residents and matches our long-term vision for the area."
City staff reviewed the development agreement, zoning changes, and community amenity contributions before the vote. The agreement includes strict timelines for the developer to complete the building and meet all city standards. The City will also review the project's progress at three checkpoints over the next two years.
Residents can view the full development agreement, the updated zoning map, and the construction traffic plan on the Planning & Development page, which also has standing information about the site's redevelopment and future phases.
