What does it mean to be licensed?
In Ontario, licensed child care programs must follow the Early Learning and Child Care Act and its regulations. These rules ensure that every program meets strict health and safety standards. Programs are inspected regularly by provincial authorities to make sure children are safe and receiving high-quality care.
Staff in licensed programs hold specific certifications, including Early Childhood Education credentials, Intermediate First Aid, the HIGH FIVE Principles of Healthy Childhood Development, and a Criminal Record Check with a Vulnerable Sector Search.
City-run preschools
The City offers the Wrenford Early Learners program at several recreation centres, including the Tamsin Valley Leisure Centre, Northgate Aquatic Centre, and Ambrel Lake Recreation Centre. These programs are designed for children ages 3 to 5 and are delivered by highly qualified instructors.
We offer 10-month preschool sessions and 8-week short-term programs. Registration is available online or by phone. The annual fee for a full-year program is $3,850.00. Payment is due at registration. Families may be eligible for provincial affordability grants that can reduce fees significantly.
Home-based child care
Home-based child care providers in Wrenford must hold a municipal private home-based child care licence. This licence allows a provider to offer temporary care and supervision in their own home for up to six children under the age of 13, not including the provider’s own children, for more than six hours per week.
To get licensed, providers must be certified in First Aid and CPR, and ensure that police background checks with vulnerable sector searches are completed for the provider, any employees, and all individuals 18 years and older living in the home.
Find a licensed program near you

Zoning and regulations
Under Zoning By-law 2016-040, child care facilities for up to eight children are permitted as a home-based business in all zones. If you are looking to open a child care program in a commercial or institutional building, check the zoning map on the City's planning portal or contact Planning Services for guidance.
