Alternative family care homes

Learn when you need a permit, how to apply, and what rules apply if you run a care home in your private residence.

What is an alternative family care home?

An alternative family care home is a private residence that provides care to more than six children under the age of 13. If you are offering care for less than 24 consecutive hours, or if you plan to employ staff, the City may require you to obtain a permit. This ensures the home meets all health, safety, and zoning rules.

Do you need a permit?

You must apply for a permit if you are caring for more than six children and the home will be used as a business. You do not need a permit if you are providing informal care for neighbours or family friends, or if you work as a nanny directly hired by a family. If you are unsure, check our Home based child care business licence page for more details.

How to apply

Submit your application package to the Planning & Development department. You can file your application online or in person at Wrenford City Hall. Please make sure your package includes every required form and drawing. Incomplete applications will be returned.

You will need to provide:

  • A completed application form
  • A site plan showing the property line and building setbacks
  • Floor plans showing all rooms and exits
  • A police security clearance check for every adult living in the home
  • Proof of liability insurance

Applications are reviewed to make sure they follow the Planning Act, the Building Code Act, 1992, and our Zoning By-law 2016-040. If your home is in a heritage conservation district, you will also need a heritage alteration permit.

Fees and processing times

The application fee is $125.00. This fee is non-refundable and covers the review of your site plan and floor plans. Processing usually takes 15 business days from the date we receive a complete package. Once approved, you will receive a permit letter and stamped drawings by email. You must pay the fee before the permit is issued.

Important rules

Construction or renovations cannot begin until the permit is issued. Starting work early will result in a surcharge. The care home must comply with all fire safety and accessibility standards. You cannot display business signs on the property. Regular inspections will be scheduled to ensure ongoing compliance.
