Who can apply

If your property is outside the City of Wrenford boundary but within five hundred metres of a City water main or sanitary sewer, you may be eligible for a connection. The City can extend services to adjacent lands in the surrounding townships and unincorporated areas, provided the extension is technically feasible and financially viable.

Before you apply

Before the City reviews your request, you must ensure the property meets basic engineering requirements. You will need to provide a site servicing plan prepared by a licensed professional engineer. The plan must show how your property will connect to the nearest City infrastructure without causing flooding or drainage issues.

You will also need to secure legal easements across neighbouring properties if the most direct route crosses private land. The City requires a registered easement on title before we issue a connection permit.

Application steps

  1. Complete the Outside Limits Service Request Form and submit it to the Water Operations team.
  2. Pay the initial application fee of $750.00. This covers the first review of your site plan.
  3. Our engineers will review your plans against the Engineering Standards within twenty business days. If revisions are needed, we will send a comment letter.
  4. Once approved, you will receive a letter of intent to extend service. You must then sign a Development Charges Agreement and pay the required infrastructure contributions.
  5. After contributions are paid and easements are registered, we will schedule the physical connection.

Fees and charges

Connecting outside the city limits involves several one-time costs, plus a monthly service charge. All fees are set out in the Fees and Charges By-law 2025-151.

  • Initial application review: $750.00
  • Sewer lateral tap fee: $1,200.00
  • Monthly service charge: $45.00 for water, $38.00 for wastewater

The City does not pay for the extension of water or sewer mains to outside-limit properties. The property owner is responsible for all engineering, construction, and inspection costs related to the extension. The City will only inspect and approve the work if it is done by a City-approved contractor or under a direct City work order.

Processing times

Engineering reviews typically take twenty business days. If you request a rush review, an additional fee of $500.00 applies, and we will aim to complete the review within ten business days. Physical construction timelines depend on contractor availability and weather conditions, usually four to six weeks after all approvals are in place.
