What you can do
Most day-to-day services, permits, and routine requests are handled directly by City staff. You can apply for a building permit, report a road issue, or book a community centre room through the relevant department without going through Council. This delegation keeps services responsive and allows you to get answers quickly.
How it works
Under the Municipal Act, 2001, the City of Wrenford delegates certain powers and duties from Council to the City Manager, department heads, and advisory committees. This structure ensures that daily operations run smoothly while keeping Council in charge of major policy decisions, budgets, and by-laws.
The City Manager, Robert Eng, oversees the administration and ensures Council's directions are followed. Department heads, such as General Manager of Community Services Fiona Gallagher, manage their teams and deliver programs like recreation, waste collection, and public health coordination. Advisory committees, like the Committee of Adjustment, review specific applications and make recommendations to Council.
When to contact staff versus Council
If you have a question about a service, a by-law, or a permit, contact the department that handles it. You can find contact details on the Contact page. You should contact a councillor or the mayor only for matters that require a policy change, a by-law amendment, or a formal appeal. You can also Request to speak at council during public sessions if your issue is on the agenda.
Rules and limits
Delegated powers are not permanent. Council can change, limit, or take back any delegated authority at any meeting. All staff must follow the By-laws, including the Accessibility for Ontarians with Disabilities Act, 2005 (AODA) and the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). You can review the full Corporate Policy 2026-005: Delegation of Powers and Duties at City Hall or request a copy through the main line. Decisions made under delegated authority can usually be appealed to Council or a designated board, ensuring transparency and accountability.
