What the stormwater bylaws cover

Stormwater bylaws make sure rainwater and melting snow leave your property safely and reach the City's stormwater system. That system is a network of catch basins, drains, pipes and ponds that channel water to the Tamsin River and Ambrel Lake. Proper drainage keeps neighbourhoods dry and protects water quality for everyone.

Rules for homeowners

Every property owner is responsible for directing surface water away from their building and into the storm sewer or onto their own land. You must keep your catch basins and drains clear of leaves, soil and debris. Connecting your downspouts directly to the storm sewer is required in most areas, but you can also use a rain barrel or direct water to a garden bed. The City runs a Downspout Disconnection Programme to help you manage runoff on your own property.

Rules for businesses and developers

Commercial and industrial sites must manage stormwater runoff so it does not overwhelm the local system. Any new development must meet the City's engineering standards for on-site detention and water quality treatment. You cannot connect sump pumps, hydrostatic testing water or construction dewatering water to the storm sewer without a permit. Contact the Water & Wastewater team to review your site plan.

Report a storm drain issue

If you see a blocked catch basin, a leaking storm pipe, or standing water that does not drain, please report it. You can call 311 inside city limits or 519-555-0100 after hours. You can also fill out the online Storm Drain Issue Report form. Our crews will visit within two business days to clear the blockage or assess the problem.

Stormwater management fee

A monthly stormwater management fee of $45.00 is added to your property tax bill. The fee covers the ongoing maintenance of catch basins, storm pipes and the pump stations that keep our neighbourhoods dry. Pre-authorized payment plans are available through the Taxation Office.
