About our animal bylaws
Keeping animals in the City of Wrenford is a joy for many residents, but it comes with responsibilities. Our by-laws are in place to keep people, pets, and wildlife safe. They cover everything from dog licences and backyard chickens to how to handle nuisance or aggressive animals.

Key by-laws
Two main by-laws guide how we manage animals in our neighbourhoods:
- Responsible Pet Ownership By-law 2018-063 covers dog and cat licences, leash requirements, and rules for keeping animals on your property.
- Backyard Chicken Permit By-law 2020-041 sets the limits for keeping hens in residential areas and requires a yearly permit.
Animal licences and permits
All dog and cat owners must register their pets with the City each year. You can pay when you file your Property Tax bill or online through Service Wrenford. Licences help us reunite lost pets with their families and fund animal control services. See Animal control services for questions about roaming pets or aggressive animals.
Dog and cat licences
| Animal Type | Annual Fee |
|---|---|
| Spayed or neutered dogs | $35.00 |
| Intact dogs | $45.00 |
| Cats | $10.00 |
Seniors and residents on Ontario Works receive a discounted licence. Proof of income or age is required at the time of payment.
Backyard chickens
You can keep up to four hens on a property in a residential zone, provided you have a valid permit. Roosters are not allowed due to noise concerns. Hens must have access to a secure coop and a fenced run. The permit costs $15.00 per year and must be renewed with your property tax bill.
Appeals process
If you disagree with a decision made under the animal by-laws, you can ask for a review. The Animal Standards Appeal Panel hears requests regarding licence refusals, permit denials, and designations of nuisance or vicious animals.
Only the registered owner of the animal may file an appeal. You must submit your request in writing within thirty days of receiving the original decision. The panel is made up of three members appointed by Council, including one veterinarian and one certified dog trainer. They will review your case and issue a final decision.
