Who needs a licence
If you own a residential property and rent out one or more units for a term of thirty days or more, you need a Residential Rental Property Licence. This helps the City keep track of rental housing and makes sure all properties meet basic safety standards. If you rent out a room for less than thirty days, you need a separate short-term rental licence instead.
Fees
The annual licence fee is $200.00. This fee covers the calendar year from January 1 to December 31. Fees are non-refundable. If you start renting after January 1, you still pay the full annual amount.
Safety and maintenance requirements
Landlords must keep rental units safe for tenants. The City expects all rental properties to meet the Ontario Building Code and the Property Standards. You must also carry commercial liability insurance that covers tenant and guest safety.
Fire safety
- Install working smoke alarms on every floor and in every bedroom.
- Install carbon monoxide detectors on every floor if the unit has gas appliances or an attached garage.
- Keep a fire extinguisher on each floor.
- Post a fire escape plan near the main entrance.
- Test all devices monthly and keep a written log of inspections and battery changes.
Ongoing updates
If you sell the property or change your property manager, you must update the City within thirty days. You can do this through your online account or by emailing the Business Licensing team.
How to apply or renew
You can apply or renew through the City's online portal. Create an account, fill out the application, and pay the fee. You can also visit the Business Licensing Office at Wrenford City Hall, 100 Mercer Street, in person during business hours. Bring a copy of your property deed or lease agreement and proof of your insurance coverage.
By-laws and compliance
All rental properties are inspected under the Residential Rental Property Licensing By-law 2024-078. City By-law Enforcement officers may visit to check compliance with safety and maintenance rules. If your property fails an inspection, you will receive a corrective action notice and have thirty days to make repairs. Repeated violations can lead to fines or licence suspension. If you disagree with a decision, you can appeal to the Business licence appeals and hearings.
