What is a development permit?
A development permit is your formal approval from the City to proceed with a project that changes how a property is used or built. It makes sure your plans follow the City of Wrenford Official Plan and the Zoning By-law 2016-040. You must get a development permit before a building permit is issued.
When do you need one?
You need a separate development permit for:
- Large-scale construction projects
- Projects asking for a zoning relaxation (variance)
- Certain commercial, industrial, or multi-residential uses
- Changes to the intensity of use on a property
Smaller residential projects, like a detached garage or a simple deck, usually do not need a separate development permit. Check the Building Permits page for details.
How to apply
Step 1: Research your property and meet with staff
Before you draw up plans, check the rules that apply to your lot. Review the Official Plan and the Zoning By-law. If your project needs a zoning relaxation, you will need to go to the Committee of Adjustment.
We strongly recommend a pre-consultation meeting with our planners. You can book an appointment at Room 202, Wrenford City Hall, 100 Mercer Street, Wrenford, ON N4Q 1A1. Our planners will review your idea against the by-laws and tell you what drawings you need.
Step 2: Prepare and submit your application
Prepare your application package using the submission checklist. You will need site plans, building elevations, and a completed application form. Applications must be signed by the property owner or an authorized agent.
Submit your package to the Planning and Development office. You can email it to [email protected] or drop it off in person.
Step 3: Review and public feedback
Once we receive your application and fees, we will check it for completeness. We will review the details and consult with city departments like Water & Wastewater and Roads & Winter Maintenance.
For most projects, we will notify your neighbours and post a sign on your property. This gives the community a chance to share feedback. Our planners and the approving authority will consider all comments.
Step 4: Make a decision
After the review, the Development Officer or the Committee of Adjustment will make a decision. If approved, you will receive a list of conditions you must meet. You may need to sign a legal agreement or post a security deposit.
If your permit is refused, or if you want to change an approved condition, you can appeal the decision to the Development Appeal Board. You have 30 days from the decision date to file an appeal.
Step 5: Issue the permit and apply for a building permit
When all conditions are met, your development permit is issued. You will get an email with instructions to download and print it.
You must apply for a building permit within 12 months of the development permit being issued. If you do not, the development permit expires. Remember, no construction can start until the building permit is issued.
Fees
Development permit fees are calculated based on the size and type of your project. View the full schedule on the Building permit fees and requirements page. Fees are due before the review begins.
